Rimisp organizes 1st virtual meeting of the project “Identification, sensitization and advocacy for the consolidation of ARD in Peru”.

With the objective of exchanging international experiences with the government team in Peru, Rimisp – Centro Latinoamericano para el Desarrollo Rural held the 1st meeting of the project it is carrying out with the support of GIZ Peru.

The purpose of the meeting was to discuss the contribution that has been made to the sustainability process of the Regional Development Agencies (RDAs) in Peru, from different perspectives. The meeting was attended by the Economic Affairs Officer of the Division of Productive and Business Development of the Economic Commission for Latin America and the Caribbean (ECLAC), Marco Dini, the regional specialist and professional of the Production Development Corporation ( CORFO), Carlos Calderón, the Secretary of Decentralization of the Presidency of the Council of Ministers of Peru and the Secretary of the Regional Development Agencies (ARD) of Peru. of Decentralization of the Presidency of the Council of Ministers of Peru, Yuri Chessman of Peru, Yuri Chessman, as well as the Rimisp team working on the project “Identification, sensitization and advocacy for the consolidation of ARDs in Peru”.

Ignacia Fernandez, Rimisp’s principal researcher, began the activity by explaining the key points of the initiative that gave its name to the meeting, commenting that it was born out of the recommendations of the Organization for Economic Cooperation and Development (OECD) on territorial development.

Among the topics discussed were: the implementation and sustainability of the ARD in seven Peruvian departments (Apurímac, Ayacucho, Cajamarca, Cusco, La Libertad, Piura and San Martín) with the aim of activating regional economic development and contributing to the decentralization process with a territorial approach; the factors that influence the generation of regional coordination bodies for productive development; support for the regions with the greatest difficulties; experimenting with processes and alliances to create networks among regional actors; and disseminating good practices based on international learning and experiences, among others.

Marco Dini presented some of the lessons learned and experiences of ECLAC in the construction of productive development policies at the subnational level, stating that these require collective action, both in multi-stakeholder and multilevel coordination. He also provided details on a series of factors that affect the creation of regional coordination bodies for productive development.

Similarly, Carlos Calderón referred to the experience of the ARD and the territorial economic development strategy in Chile. Calderón explained the evolution of productive development in relation to territorial development, showing the institutions that have promoted it and the modifications in the decentralization process.

However, he also stated that the involvement of an institutional agenda for regional productive development is still insufficient, since in many cases the local level does not have a major impact on the decisions of the instruments that are applied at the territorial level.

Yuri Chessman focused on the experience of the ARD and the territorial economic development strategy in this country. He also explained the scope of the development process in the territories that has been implemented by strategic actors linked to this topic and that has contributed to strengthen capacities, take advantage of own and external resources, consolidate the socio-institutional framework and strengthen the economic-productive system.

This process has resulted in the creation, since 2016, of 15 ARDs in Peru, which has allowed these organizations to advance in the formulation of regional development and innovation strategies, strengthening the capacities of the actors in the territory and support with innovative projects and cooperation funds, promoting articulated work and knowledge in the territory, based on the action of public institutions and entities linked to productive development in the territory.

The initiative “Identification, sensitization and advocacy for the consolidation of Regional Development Agencies (RDA) in Peru” aims to contribute to the process of sustainability of RDA in Peru, through the systematization and critical analysis of the experience of the seven agencies participating in the project: “Sustainable economic development and promotion of SMEs at the subnational level”, co-financed by the European Union and GIZ in Peru.
