Chile: Rural electoral balance in Exit Plebiscites 2022-2023

This report presents an electoral balance with a territorial-rural focus that compares the results obtained between two political processes of similar characteristics: the Exit Plebiscite of 2022 and the Exit Plebiscite of 2023.The territorial emphasis of this study is given by the commune as the unit of analysis, using the categorisation defined by the National Rural Development Policy (PNDR), namely: urban (82), rural (185) and mixed (78).

To summarise, the results show that: (i) national electoral participation in the framework of the Exit Plebiscite 2023 is 84.94%, showing a variation of -1.29% with respect to the Exit Plebiscite 2022; (ii) in all types of communes electoral participation decreases, showing lower variations in rural (-0.1%) and higher in urban and mixed (-1.8% and -1.9%, respectively); iii) once again, the average percentages of rural electoral participation are higher in the regions of the ‘centre’ of the country, while the lowest levels are found in the ‘extreme’ regions; iv) in all types of communes, the ‘against’ option is the first winning majority, showing higher percentages of support in urban and mixed territories than in rural ones.
