Design of a methodology to classify and recognize the differentiations of INDAP users

About the project

The objective of this consultancy is to develop a robust and at the same time simple to apply method for the classification of INDAP users, aimed at identifying and classifying users based on their differences and specific needs. The aim of this stratification/classification is to improve INDAP’s capacity to provide tangible benefits to its current and potential users, optimizing the use of its productive development instruments. This methodology is proposed as a way of modernizing INDAP’s accreditation system, enriching its regulatory parameters and facilitating more efficient and equitable attention.

The proposed methodological approach will include a diagnosis of Peasant and Indigenous Family Farming (AFCI), making it possible to analyze the evolution of INDAP’s support programs and their adaptation to the current conditions and dynamics of the sector. This analysis, based on a review of the scientific literature, will make it possible to identify key areas for strengthening user management and redesigning eligibility criteria. The findings obtained will be used as a basis for formulating classification and segmentation criteria to ensure the inclusion of women, youth and indigenous communities, thus promoting equitable and targeted access to INDAP’s programmatic offerings.

It also incorporates a participatory process of validation of the preliminary results, including workshops and interviews at central, regional and area levels. These spaces for interaction with INDAP officials and other relevant stakeholders will allow the classification model to be strengthened with local and territorial particularities, providing feedback that will enrich and adjust the classification method. This participatory approach will be essential for the consultancy to meet the objective of differentiating services and optimizing the efficiency and effectiveness of INDAP’s programs in each context.

The general objective is todevelop a method, and its foundations, aimed at classifying and recognizing the differentiations of INDAP users, including the minimum conditions that allow a user (current or potential) to achieve tangible benefits for their productive activity, based on the use of the productive development instruments made available by INDAP.
