el marco de la investigaci\u00f3n \u201cDin\u00e1micas territoriales y conflictos socioterritoriales (CST) asociados a la producci\u00f3n (cultivo) y\/o circulaci\u00f3n (transito) de drogas il\u00edcitas en la subregi\u00f3n andina de Latinoam\u00e9rica\u201d. Esta investigaci\u00f3n tuvo como prop\u00f3sito explicar las relaciones que pueden establecerse entre la implementaci\u00f3n de pol\u00edticas p\u00fablicas orientadas a la atenci\u00f3n de la problem\u00e1tica de las drogas il\u00edcitas, especialmente de aquellas orientadas a la eliminaci\u00f3n y sustituci\u00f3n de cultivos de coca, y la generaci\u00f3n, profundizaci\u00f3n o transformaci\u00f3n de CST en territorios rurales de Ecuador, Per\u00fa y Colombia.  <\/span><\/p>\n<p><span style=\"font-weight: 400;\">El caso de estudio parte de una revisi\u00f3n general de los enfoques de atenci\u00f3n a problemas de las drogas il\u00edcitas que han definido las pol\u00edticas implementadas en el pa\u00eds en el periodo 2012-2022, para concentrarse en el an\u00e1lisis del Programa Nacional Integral de Sustituci\u00f3n de Cultivos Il\u00edcitos (PNIS) cuya implementaci\u00f3n inici\u00f3 en 2017, en cumplimiento del Acuerdo Final firmado entre el Estado colombiano y las Fuerzas Armadas Revolucionarias de Colombia (FARC-EP) en 2016. Para ello, se ha recopilado informaci\u00f3n de fuentes secundarias y algunas fuentes primarias obtenidas a trav\u00e9s de la realizaci\u00f3n de entrevistas semiestructuradas, a personas vinculadas a la tem\u00e1tica o habitantes de territorios en los que el PNIS fue implementado. The purpose of this research was to explain the relationships that can be established between the implementation of public policies aimed at addressing the problem of illicit drugs, especially those aimed at the elimination and substitution of coca crops, and the generation, deepening or transformation of CST in rural territories of Ecuador, Peru and Colombia.  <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The case study starts with a general review of the approaches to addressing illicit drug problems that have defined the policies implemented in the country in the delimited period, to focus on the analysis of the Comprehensive National Program for the Substitution of Illicit Crops (PNIS) whose implementation began in 2017, in compliance with the Final Agreement signed between the Colombian State and the Revolutionary Armed Forces of Colombia (FARC-EP) in 2016. For this purpose, information has been collected from secondary sources and some primary sources obtained through semi-structured interviews with people linked to the subject or inhabitants of territories where the PNIS has been implemented.  <\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-42a8e55d jltma-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"42a8e55d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Main findings:<\/strong><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">La ejecuci\u00f3n del PNIS provoc\u00f3 y profundiz\u00f3 conflictos socioterritoriales entre el Estado y las comunidades vinculadas, as\u00ed como al interior de \u00e9stas. En ese sentido se requiere atender los impactos diferenciales que pueden tener las pol\u00edticas en los territorios, propender por la complementariedad de acciones del Estado y los distintos niveles
