He is currently Rector of the Austral University of Chile . Previously, he was Dean of the Faculty of Economics and Administrative Sciences and Director of the Center for Regional Studies at the same university.

He was appointed Intendant of the Los Ríos Region (March 2014) by the then President of the Republic, Michelle Bachelet. He held this position until March 2017, during which time he focused on strengthening regional development.

His research work has focused mainly on the decentralization of the State, citizen participation in public management and local and regional governments. He is the author of the book “Santiago is not Chile”, a work that reflects his a work that reflects his deep commitment to equitable territorial development.
